According to a baseball official with knowledge of the process involving the Daisuke Matsuzaka sweepstakes, the Texas Rangers may have the winning bid for the pitcher. They are believed to have sent an offer to the Seibu Lions in the neighborhood of $30 million.
The club that wins exclusive negotiating rights will have 30 days to complete a deal with agent Scott Boras.
